Quality before dimensions
For JPEG and WebP output, the compressor first searches for the highest quality that fits 100KB. It reduces pixel dimensions only when quality adjustment alone cannot meet the cap.
An honest result
Image detail and format determine how small a file can become. If the browser cannot produce a useful file under 100KB, the result says so rather than claiming an over-limit file succeeded.

Match the stated requirement
100KB can be a useful ceiling for identity photos, application forms, and lightweight website uploads. Use the largest limit the destination allows because a higher cap generally preserves more detail.
Check pixels separately
A KB or MB limit controls file weight, not width and height. If a form also specifies pixel dimensions, resize to those dimensions first and then compress the resized file.
